Duties and responsibilities

  • Carrying out surveys to establish client’s entrepreneurial needs;
  • Identifying and recommending appropriate training needs for the entrepreneurs who have benefited from the organizations products countrywide;
  • Appraising the courses developed for SME by different players and develop training content, manuals and handbooks for use by the organization in building entrepreneurial capacity of the youth;

Reporting to procurement officer, the procurement officer will be responsible to providing efficient and effective service to Youth Fund in the successful procurement of goods services and works.

Duties and responsibilities

  • Prepare documentation, undertake tender exercises and arrange for formal execution of contracts to enable the Fund obtain goods, services and works
  • Undertake the evaluation and analysis of tenders; prepare summary reports and recommendations to facilitate the effective award of business.
  • Oversee the letting of contracts awarded to ensure that formal documentation is assembled and auctioned
  • Provide advice and guidance to all staff and Departments on contracting to ensure full compliance with policy and regulations.
  • Establish and actively monitor designated contracts to ensure customer needs are met and that supplies obligations are fully discharged.
  • Maintain effective liaison with the legal department in respect of contract issues, ensuring that documents are legally vetted, including processing single tender applications to enable contracts for proprietary goods and services to be let.
  • Co-ordinate the formal vetting of prospective tenderers to determine their suitability for trading.
  • Undertake negotiation with suppliers to resolve disputes, arrange contract variations and enforce contractual obligations.
  • Monitor designated Fund contracts to provide effective support to customers during the implementation, review and renewal of such contracts.
  • To be familiar with supply markets and routinely undertake supply market research and analysis to ensure that the commercial risk to the Fund is minimized, and commercial opportunities are identified.

AGRICULTURAL SECTOR COORDINATION UNIT (ASCU)

The Agricultural Sector Coordination Unit (ASCU) is an inter-ministerial Secretariat of the Agricultural Sector Ministries. It spearheads the implementation and coordination of the Agricultural Sector Development Strategy (ASDS). To enhance its secretariat, ASCU is seeking competent individuals to fill in two positions at the level of programme officer:

Programme Officer (Agribusiness and Food Security)

Duties and responsibilities

1. Be responsible for ASCU on all issues relating to agribusiness, market access, value addition, inputs and agricultural financial services.

2. Overall day to day planning, coordination, management and reporting on activities of Food and Nutrition Security Thematic Working Group (TWG) and the Agribusiness and Financial Services Thematic Working Group (TWG) and other relevant ASCU activities.

3. Provide innovative and programmatic leadership, effective technical and timely administrative support to the two Thematic Working Groups (TWGs).

4. Secretary to the Food and Nutrition Security Thematic Working Group (TWG) and the Agribusiness and Financial Services Thematic Working Group (TWG).

5. Take lead in formulation of policies, strategies and legal reforms on issues relating to the two TWGs.

6. Participate in the identification and prioritization of cross-cutting and sector-wide policy issues.

7. Work closely with the other Programme Officers to support appropriate sector initiatives for the achievement of the objectives of the ASDS.

8. Any other duties assigned by the ASCU Coordinator.


Programme Officer (Environment, Monitoring and Evaluation)

Duties and responsibilities

1. Take lead in preparation and review of sectoral Monitoring and Evaluation Framework.

2. Liaise with sector ministries in implementation of the M&E Framework.

3. Be the central depository for all M&E information on projects and prorgammes in the sector.

4. Make regular follow-ups on any new developments on national M&E systems to ensure the sectoral system is in tandem with them.

5. Overall day-to-day planning, coordination, management and reporting on activities of the Environment, Sustainable Land and Natural Resource Management (ESLNRM) Thematic Working Group (TWG) and other relevant ASCU activities.

6. Provide innovative and programmatic leadership, effective technical and timely administrative support to the ESLNRM Thematic Working Group.

7. Secretary to the ESLNRM TWG.

8. Participate in the identification and prioritization of cross- cutting and sector-wide policy issues.

9. Work closely with the other Programme Officers to support appropriate sector initiatives for the achievement of the objectives of the ASDS.

10. Any other duties assigned by the ASCU Coordinator.

Knowledge, Experience and Skills

1. Master’s degree in any one of the following or a related field from a recognized university: Agricultural Sciences, Animal Sciences, Agricultural Economics, Social Sciences, MBA, Natural Resource Management.

2. Good knowledge of agricultural and rural development issues.

3. 4-5 years work experience at management level

4. Understanding of Kenya’s agricultural sector and the ASDS and other relevant government policy documents desirable.

5. Other essential attributes required include; Excellent report writing skills; proven ability to deliver quality output within strict deadlines; fully computer literate; Ability to articulate issues and communicate effectively; Ability to be a team player in a dynamic team; and Fluency in written and spoken English.

6. Experience in the following areas will be an added advantage: public policy analysis and formulation; Monitoring and Evaluation of programmes, work-planning and budgeting; working in bilateral or multilateral programmes.

3. Assistant Director Finance and Administration

Key Duties and Responsibilities:

  • Ensuring effective management of Financial and Administrative functions.
  • Preparations of budgets, financial and management accounts.
  • Ensuring compliance to corporate and statutory financial and administrative requirements.
  • Supervision of Administration section.

Requirements:

  • Masters in Business Administration, Finance or equivalent.
  • Competency in Accounting and Financial Management with CPA (K).
  • High level of integrity with a minimum working period of 8 years, five (5) of which must have been in senior management position.

4. Project Finance Officer

One Year Full Time Contract with Possibility of Extension

Key Duties and Responsibilities:

  • Formulation of budgets from work plans.
  • Administration of project budgets.
  • Planning of financial resources.
  • Preparation of reports.

Requirements:

  • Have a Bachelors Degree in Commerce (Accounting or Finance option) and passed Part III of the Certified Public Accountants Examination.
